I ran into a brick wall trying to work with the City of San Diego as the executor of a friend's last will. Mr. Duncan did not have an easy time of it, but he was able to get the documents transferred to the individuals listed in the will, and he got certified copies of the certificate of death. The last accomplishment was not easy.
